1. PowerWord2003 is really powerful dictionary that include E-E C-C C-E E-C, and most technical words you can find there..and i dont think there is any good translation tools, those translation tools really comes out some bullshit.
2. Microsoft IME3.0 just come with windows, no need additional download, so it is easy to use, and if you not satisify, maybe you can try a china ZhiNengKuangPin, not bad.
