they only consider PhD student. Also, you'll get full scholarship once admitted, don't worry about living expenditure here, the scholarship should be able to cover it.
But now it is not a good time to apply. Time is hard in S'pore and there is little scholarship awarded. It will be difficult if you do not have a strong background.
