When I read the following passage, I have a question about "Catch-22" --

"When it comes to handsets, it is an obvious Catch-22 because . . . the handset manufacturers want to see the roll out of the technology networks before they really begin their big efforts and at the same time you need the handsets to see the networks come, so it goes hand in hand. That is why it takes time, and there is no way around that." "
I'm lost here with "Catch-22", only impression about it is a movie with same name, does anyway have some idea about this phrase?
