was your cellphone(i assume it is a tri-band phone?) bought in USA bundled with any service provider?like AT&T or T-Mobile, or Cingular?if so, the service provider probably has locked the phone to their service when they sold to you.you can go to a lot of website which tells you the activation code for your model. just google online, there should be plenty. then you should fill in your phone model, IME code and name of the service provider used to be. they will email you the code within a day.
