i don't think there is a webpage or sth that you can search the information about the scholarship. From what i know, for undergraduate, this scholarship is not openly publicized to the individual students in China. It goes through school level. In another words, most of us are recommended by the school rather than we find out and apply it ourselves (which is the case of post-graduates).
So the best way, like what one of my friend is doing, is to call or email singapore ministry of education. Or, you can post questions in this forum to seek help.
