背景：LZ研究生一枚，在申请NUS的PHD(→_→)

材料学院的Prof. Stephen Pennycook回复我的套词邮件如下：

Many thanks for your interest in joining my group. It is possible for you to be enrolled as my graduate student with financial support, however, I can not offer PhD positions, you need to apply to NUS Materials Science and Engineering Dept. directly and see if they would accept you. You can request me as supervisor. Check

教授是同意了吗？！可是为啥是学院把关，而不是教授本身把关？所有phd申请都是这样的吗？！表示完全处于懵逼状态。。。

另外，学院申请难度大吗？（P.S. LZ本科985，研究生中科院，准备雅思中。。。。）

还有，有木有认识这位Prof. Stephen Pennycook的前辈啊，求冒泡~泡~泡~~~~~~~
