With effect from the 2016 Primary One registration exercise, there will be a change in the criteria for grassroots leaders (GRLs) and CDC District Councillors who wish to apply under Phase 2B of the Ministry of Education (MOE) Primary One Registration Priority Scheme for GRLs. The changes are to ensure that only deserving GRLs and District Councillors utilise the Scheme, while promoting greater collaboration between schools and the community.

The changes are:

(a) Minimum Length of Service Only the following will be eligible to apply under the Scheme:

(i) GRLs of CCC, CCMC, RC and NC who have completed at least two years of active continuous service immediately prior to their application

(ii) CDC District Councillors who have completed at least two years of active continuous service immediately prior to their application (i.e. for registration in 2016 for admission to primary one in 2017, GRLs and District Councillors must be appointed on or before 30 June 2014, and subject to the constituency's internal requirements, if any).

(b) Eligible Schools Eligible GRLs and CDC District Councillors will only be granted Phase 2B priority in the schools of the GRC/SMC in which they reside .
