试一下只用英文发帖。如果英文帖没问题，可能是他的输入法有问题，不知道是那个中文输入法。紫光和微软输入法都没有问题。Linux下GB码的输入法也应该没问题。
另外我补充：你说的情况我也遇到过，一般出在转贴的时候，copy整篇文章的时候出现的。。。不过我也部知道为什么。。应该跟那个网页有关。。

just paste the whole article in a wordpad document and save it, then open it and
copy paste again.

Where can I find the list of allowable characters?
I'm thinking of producing some sort of visual aid to identify illegal characters. That's more user friendly than just prompting an error message right at a user's face.
