Please be informed Mr. that the VGA 640x480 is the 22 fps for the Nokia E71. We have tested it on a Nokia E71 model and the procedure that I previously provided is the only way to adjust the resolution for the video recording. Selecting the highest video recording setting will not indicate that it is recording at 22 fps but it is evident that selecting the highest setting means that it should be the rate that you would require.
