在国大的sm3可不可能本可读完后，申请其他国家的master的?
>>of course you can. and in many cases, you will stand for better chance than applicants from China.
e.g. you will be exempted from English Requirements in many countries.
不想在新加坡待了。能去其他国家的吗？如果能去，我们的loan怎么办？

申请的时候，人家会因为我们有loan而考虑我们的诚信问题吗？

someone went to MIT for postgrad with prestigous scholarship, they sign new bond with MOE and will back singapore after graduation.
someone under university scholarship and with consent from MOE.
someone just left from china, and dispear somewhere : )

my suggestion, if you can get good scholarship from good oversea university, then you try to talk to MOE.
if you plan to self-finance your study, then you may choose "other" way.
