e.g. you will be exempted from English Requirements in many countries.

申请的时候,人家会因为我们有loan而考虑我们的诚信问题吗?
>> they will not aware of your bond, unless they ask specificly in application form (then you can choose wether to tell them)

someone went to MIT for postgrad with prestigous scholarship, they sign new bond with MOE and will back singapore after graduation.
someone under university scholarship and with consent from MOE.
someone just left from china, and dispear somewhere : )

my suggestion, if you can get good scholarship from good oversea university, then you try to talk to MOE.
if you plan to self-finance your study, then you may choose "other" way.
