Ladder characters exist until the new ladder season, then they will be converted to "normal" characters which are the same as the ones you use today.
新天梯人物进入下一次的新天梯时会自动转成大家今天目前使用的普通人物（也就是说，1.10出来后的第一季天梯里创建的人物所打出的装备，只有到第二季天梯时才能把装备交给现有人物）

You're creating a character in a new world (ladder character world) where everything (economy, levels) starts from the beginning. There are no 1.08 items, no items created with hacks that have been fixed, no one has mules and mules of Stones of Jordan. Everyone starts as level 1 from the beginning with nothing!
