Why can I not apply for the Vietnam e-Visa with a Chinese e-Passport?
Disagreements between China and several neighboring countries (including Vietnam, India, and the Philippines) following the release of the Chinese e-Passport have resulted in a number of visa restrictions for Chinese citizens.
A map of China printed in the e-Passport features lands and maritime territories that are claimed by either Vietnam, India, or the Philippines. As a response, these countries have set limitations on the eligibility of Chinese nationals for their visas.
Implications for Chinese e-passport holders include not being able to apply for a Vietnam eVisa. These travelers must apply for a different type of visa for Vietnam, either through an embassy or on arrival.

传统方式就是要越南那边帮你申请，那边批准后会fax来新加坡的越南使馆，通常要3-5天。这边大使馆收到后你带你的护照去做stamping。stamping时候要带照片和填好的一个form。
最好预留1一个月的时间。
印象中可以做visa on arrival，没有具体做过，不清楚步骤。
