Once the company is going to release rights, there is a remark "CR-coming rights" there. If you hold the shares before "ER-expire Rights", you are entitled to have the rights and you can purchase from the ATM if you want to purchase it. If you don't want, you even can sell your rights during "CR" before "ER". For example, for NOL, there will be one more choice like NOL rights available for trade during that period.
For Keppel Land, it issued right OFFER OF 9 FOR 10 @ $1.09 at May 12, 2009, but I heard it is going to issue one more time.
For NOL, you can calcucate how much new rights your want to purcashe and sell those shares and rights before ER.
