Q1. Why did we not choose to mail the masks to the families?
A1. 3 reasons: (1) prevent wastage because not all households will need. Uncollected masks will eventually be returned to central pool for better use. (2) hygiene (at least perceived). (3) this is not just a delivery of masks exercise, but one which is aimed at calming the ground, addressing fears and concerns and educating the proper use of masks. Best done through f2f. Hence government felt this is better done through the community network.
