的法定前提是，他们真实地址就是不同的，也就是分居状态。否则住在一起，ic搞两个地址，就已经违法了。

如果事实分居，那就符合两个household，可以拿两份。

如果事实住在一起，ic搞两个地址，那样也可以拿到两份cdc，但是已经违反了没有改地址的法规，更严重。

比如其中一个地址里面有两个和两个以上household，这些household有合法申报地址的，和没有合法更改地址的。

还可以再挖一下，同一个地址里，有老年夫妇和他们成年子女家庭，算几个household；同一个地址里面，有老年夫妇和他们已婚带孩子的子女，算几个household；同一个地址，有老年夫妇，已婚带孩子的子女，还有媳妇的婆家，还有票媳妇的弟弟家，算几个household？
