My experienceI stayed in EA for my 2nd year. The ECA point I got was 13 also. But that should be the minimum requirement, coz I sent many emails to OSA before I came back from China. And I was located to EA instead of EB which I applied for.(my choices were exactly the same as yours) And for your reference, PGP needed 5 points only at that time. I moved to PGP for my 3rd year. The cut off point for EA was 21.5, if I didnot mistake. I got enough point, but still moved out because of the construction work. I am considering to shift back for my 4th year, probably EB.
