when you use paypal or some other service to buy something online, it will ask your number of credit card, and the verification code on the back of it.
i think there is a probability that someone in that online company will use your card number to buy a lot of things from web, where the sign is not needed.
you can refuse to pay the bill if you don't buy it
of course, you should only give your credit card info to those sites you can trust.
