爸妈的long term social visit pass 被拒了， 没给任何理由就说

After careful consideration, we regret to inform you that your application for Long-Term Visit Pass is not successful.

我帮他们申请的，我是independent PR, 老公是citizen. 而且父母他们以前有过5年的long term social visit pass， 过期了，这次来再办个。不过我帮申请的时候没提他们有过social visit pass, 因为他们那时候用的护照已经过期了，也不记得护照号了。会是这个原因被拒吗？　不知道appeal还有可能批吗？怎么appeal呢？
