Employment Pass Eligibility Certificate
Following a review, the Employment Pass Eligibility Certificate (EPEC) scheme would be discontinued from 1 December 2011. The Ministry of Manpower (MOM) will no longer accept any applications or appeals from that date.
All EPECs already issued would remain valid until their expiry. Within the validity period of the EPEC, the EPEC holder would continue to be eligible to apply for a Long-Term Visit Pass (LTVP) from the Singapore Immigration & Checkpoints Authority (ICA). In general, a non-renewable three-month LTVP would be issued.
我老婆的小妹妹前年从中国的一所三本学校本科毕业，还从MOM申请到了一年有效的EPEC（因为她读的三本学校是挂靠中国某211大学的，所以能申请到），凭着此EPEC去ICA申请到了一年期的LTVP。
楼主既然是在NUS读的硕士，又是在美国读的博士，我觉得完全可以直接在新加坡找工作，如果暂时找不着 (more...)
ICA上确实说已经停止凭借EPEC来申请1年LTVP
ICA上确实说 “Visitors who are Holders of Foreign-Issued Educational Certificate Seeking Employment in Singapore”的那种1年准证这个现在被停止了。这个就是所谓凭借 Employment Pass Eligibility Certificate (EPEC) scheme来申请LTVP的，应该就是你的亲戚的那个。
但是他们也说，“Visitors who are Students of Institute of Higher Learning Seeking Employment in Singapore”这种人还是可以申请1年的LTVP的：http://www.ica.gov.sg/services_centre_overview.aspx?pageid=396&secid=171

Visitors who are Holders of locally-issued educational certificate issued by the following schools may submit his/her application for a one-year (non-renewable) Visit Pass via our electronic-Service, e-VP.

我不知道这个是否适合我。我也是NUS毕业，但是5年多了！现在也不在新加坡（申请者好像必须在新加坡，当然我可以专门去）。他们网站上也没有明确说我这种就不可以，所以我写信去问了。
这里有很多回复让我觉得还有点希望，觉得有点鼓舞。觉得要继续努力。
