as at least he uses computer pairing for Singapore Open 7 + 2 method for all players for two years in 2007 and 2008.

Your system is a bit more complex as you are using 5 + 3 method for the Top 8 persons and 5 + 4 method for others.

For 7 + 2 method, after the first 7 rounds, to use manual pairing instead of computer pairing for the Top 4 but input the munual pairing for the purpose of 计算对手分, you need to stop the Top 4 after Round 7 before you do the computer pairing for others for Rounds 8 & 9.

If you need to use the results of last 3 rounds (5 + 3 method) of the Top 8 for the 对手分 calculation of others, you may need to use 5 + 3 method for others too, alternatively, do not calculate the 对手分 further after first 5 rounds for the Top 8, i.e. their 对手分 stop after Round 5.

This is the extra work for computer pairing if you have two methods in one competition, another alternative is to use 8 or 9 rounds Swiss pairing method for all players to avoid any manual adjustment.

不会，提和方可继续走子，视为自动放弃提和。占据明显优势或形成正和局面可向裁判提出，要求判和。

5。关于提和的规定：棋手如果向对手提和，必须在自己的时间内提出，等候对方决定，并不得停钟。对方同意即为和局。走子按钟后再提和，对手可视为蓄意干扰。提和后对方犹豫未定，提和方继续走子，视为自动放弃提和。原则上应轮流提和，不能单方连续提和。

6。关于判和的规定：慢棋时间剩余5分钟以上，如果占据明显优势或形成正和局面，可以向裁判提出，要求判和，裁判视局面决定是否判和或继续对弈。快棋（8强淘汰赛）中没有5分钟的限制，棋手可以随时要求审定。

usually, there is no way to 求和 for 包干制 except, e.g. :

Opponent is not in the picture for 包干制求和 except 裁判, 时间 is one of the critical factors, of course, 裁判 has to decide on those situations not covered by the stated rules.

If all factors are ok, a proper competition should try not to have 包干制..... but not easy to implement for most of the competitions now.
