u must 1st know some percularity of getting rated here....u can visit 象总 and ask ppl there and learn more about pro and cons of being rated etc.
Actual skill and title may not tally. Same idea applies to playing a tourney and playing non tourney games. So you must figure out what u want from TXQ (Traditional Chinese Chess/Xiangqi) and decide how best to position yourself and work hard from there.
You can see players who are unable compete at 全国赛 play at team events etc. You can find out more of such events thru TXQ friends here or from players at 象总。
BTW, which country u r from? any rating/titles from there?

I am from Penang. I like to watch people play xiangqi but I am no good.
