//nod, 好像是要公司support 才可以, and至少我见过的都是这样的，而且一个例子是 the guy completed all forms, but the company disagreed to support him, so he did not apply at all becasue he heard it is not possible to apply with no company support but, try try 又何妨? u can call or personally come down to ica and check with them, if it is possible, of course, use a nice way to explain lah. only them can give you a fixed answer. note that I am not suggesting you to pay the application fee and try it out, this may not worthy your try - if there are just a few months to wait, why not wait a few months, right? another way is to change job (to the company which will support new staff to apply) and they apply, but think it over if it really worth it or not a little reminder is taht as far as you stay with this currrent company, not to irritate HR or anybody on this issue, not worhty lah... wish you can successfully apply pr asap!
