感觉是customer 方的Manage Vendor 做的Project的middle man.
比如CitYbank有一个IT的project给NXS做，但不可能让一个End User 直接和NXS讲话，也不可以说NXS说什么就是什么，所以CitYbank要hire一个懂IT的人，帮他manage。
