请教几个关于额外津贴的问题朋友最近要买房，他的情况是这样的，老婆工作（假设工资少于2万每月），他在读书（只有allowance），有两个小孩，这样平均下来月收入少于5000。不知道算的对不对。。。
我有几个问题不明白，以下几个假设的情况是否可以拿到津贴。
1.额外津贴限制必须过去一年连续工作，这个条件是对一个人还是两个人。假设一个人工作了一年，另外一个工作了三个月，平均收入怎么算，是否还可以申请津贴。
2.假如两个人刚刚结婚，是否可以申请这个津贴，过去一年的平均收入可以算是家庭收入吗？

by the way, 5k is refering to monthly household income (of the past 12 months). 20k is apparently much more than the required.
would like to ask, for this situation, is your friend eligible to buy HDB? since their income is much more than 8k..
