请问：可以在这里签美国F1签证吗？EP holder，中国国籍，非Singapore PR.可以在新加坡签F1签证吗？还是非要回到中国护照签发地？

Yes, you may.Make sure that you could satisfy the following conditions:
1. You have been in Singapore for a significantly long time, which will qualify you to apply for F-1 here in Singapore without Singapore P.R.;
2. You must be able to demonstrate the sufficient financial support;
3. You must convince the consular officer that you have no immigration intent.
