NUS SOC 8thFloor labs has JBuilder 5 Enterprise version installed. you can have a try on it there.
it's better to use enterprise version
Personal Version doesn't have some useful features, like packaging etc.
the current version is 9. I can either download from Borland, then crack it ( the cracker is all of the internet ). Or search the ftp servers in nus, I just downloaded one from one of the ftp, but can not remember which one.

depend on how big is your project
if it's a small project including just several classes, then you can just use some editor like vim, ultraEdit + jdk. If your project is very big, I suggest you to use some IDE like, jbuilder. It's easier to manage the code and package at last.
