Your OS? Version? Special features of the file (e.g. Chinese filename)? Please always provide DETAILS when ask questions.

If your chm files are named in Chinese, change them to English and try again.

Hmm...
1) All Windows XP copies are with copyright, of course... :^P So yours is a licensed copy.

2) The error message you showed is actually very common when CHM files cannot be opened. You may refer to this MS KB article:
