Phase 1 -- round robin system to be used for each group, total of 5 rounds Phase 2 -- 1st to 4th postions : the top 2 of each group to continue 2 more rounds to deicde on 1st to 4th positions. 5th to 8th positions : the 3rd and 4th placings of each group to continue 2 more rounds to deicde on 5th to 8th positions. 9th to 12th positions : the 5th and 6th placings of each group to continue 2 more rounds to deicde on 9th to 12th positions.
