两种方法：1）卖掉现在的组屋，重新买另外一间组屋，sc一人做屋主，拿津贴，等5年后PR一个人买公寓
2）卖掉组屋换公寓，Pr+公民做个99/1，半年后做个decoupling,把公寓留给P R。之后公民一人有机会准备再来一套。
这个1不可行吧
1，SG+pr如果是结婚的，public scheme是不能用一个人名义买组屋的。 HDB 的规定中，Family nucleus
