Just for debate: have you ever met a case when yougot only a few minutes left, your oponents got more time than you. And when you request for draw, your oponents hesitated for more than 10 seconds? If you are the person who lose because of this, do you still think it is "not a problem"
Maybe you always win, or you always have enough time to play with the naughty oponents, but it doesn't mean wasting time can be legal. Sometimes we have to think from other person's perspective.

usually, there is no way to 求和 for 包干制 except, e.g. :
如果某方拥有明显的胜势但因时间吃紧,或已形成“正和”的 局面,可以提出和棋的要求,经裁判同意后,该局即判为和棋。
Opponent is not in the picture for 包干制求和 except 裁判, 时间 is one of the critical factors, of course, 裁判 has to decide on those situations not covered by the stated rules.
If all factors are ok, a proper competition should try not to have 包干制..... but not easy to implement for most of the competitions now.
