sometimes
when u try to format HDD within windows <right lcick and choose "format..."> or cmd command, it tells u that it is not formatable.
then, try to format in DOS and windows installation disc.

I don't understand what is the actual problem that you are referring to.
Well... there is one exception: bad sector in FAT (for FAT16/32) or MFT (for NTFS). In such case, the only solution is to either fix the error (it might not be possible depending on the situation), or resize your partition so as to avoid the bad section at the beginning of the partition.

use partition magic
make 2 boot disks, use the boot disks to boot ur computer, then just use partition magic to format
